WhatsApp API Pricing in India 2026: Utility Charges and the INR Deadline
Short answer: WhatsApp API pricing in India changed in two ways this year, and both affect your bill right now. First, since 1 October 2026, utility messages (order updates, booking confirmations, reminders) sent inside an open 24-hour customer service window are no longer free, and service replies beyond 1,000 a month per number are charged. Second, Indian businesses billed by Meta must move their WhatsApp accounts to INR billing by 31 December 2026, or Meta will stop delivering their messages from 1 January 2027.
Key takeaways
- WhatsApp API pricing is per delivered message, based on the message category and the customer’s country code.
- From 1 October 2026, utility messages inside the 24-hour window are charged, and service replies are free only up to 1,000 a month per number.
- Indian accounts must move to INR billing by 31 December 2026, or messages stop on 1 January 2027.
- Click-to-WhatsApp ads are now the cheapest way to talk to new leads, because replies are free for 7 days.
How WhatsApp API pricing works in 2026
Since 1 July 2025, Meta charges per delivered message instead of per 24-hour conversation. So the price of each message depends on two things: its category and the country code of the person receiving it.
| Category | Typical use | Charged? |
|---|---|---|
| Marketing | Offers, festive sales, re-engagement, newsletters | Yes, every delivered message |
| Utility | Order confirmations, shipping, payment receipts, appointment reminders | Yes. Free inside the service window until 30 Sep 2026; charged from 1 Oct 2026 |
| Authentication | OTPs and login codes | Yes |
| Service | Free-form replies to a customer who messaged you | First 1,000 per number per month free, then charged |
Also, messages customers send to you are always free. Meta publishes India rates in its official rate card, and India’s marketing rate went up on 1 January 2026. Check the current card on Meta’s pricing page before budgeting, because rates are revised a few times a year and your provider (BSP) may add its own fee.
WhatsApp API pricing changes from 1 October 2026
- Utility messages in an open window are now charged. Before, if a customer messaged you and you sent an order update within 24 hours, it was free. Now it is billed at the utility rate.
- Service messages have a monthly cap. Each business phone number gets 1,000 free service messages a month. Unused ones don’t carry over.
- Rate card updates. Meta changed 40 rates worldwide and moved 9 markets to standalone rates. India’s list rates were not part of the October change, but your bill can still rise because of the two points above.
As a result, WhatsApp API pricing now hits some businesses harder than others. Who feels this most: e-commerce stores sending order and delivery updates, clinics and salons sending reminders, and travel agencies sending booking confirmations and vouchers.
The INR billing deadline: 31 December 2026
Businesses and solution providers with an India “Sold-To” country moved to INR billing from 1 January 2026. Every WhatsApp messaging account still billed in another currency (usually USD) must migrate to INR by 31 December 2026. From 1 January 2027, Meta stops delivering messages from non-INR accounts.
If you use a provider such as Interakt, AiSensy, Wati or Gupshup, ask them in writing whether your account has been migrated. If you are integrated directly with Meta, check the currency in WhatsApp Manager under your payment settings.
Example: what the change means for a small online store
Take a store that gets 1,500 customer chats a month. Before October, it answered questions and sent order updates inside the 24-hour window for free. Now, however, two things cost money: replies beyond the first 1,000 service messages, and every order update sent as a utility template.
For instance, if the store sends one order confirmation and one delivery update for 1,200 orders, that is 2,400 utility messages a month that used to be free. Multiply that by the current India utility rate on Meta’s rate card, then add your provider’s fee, and you have the new monthly cost. In other words, you should do this calculation before your next invoice surprises you.
How to keep your WhatsApp bill under control
- Use Click-to-WhatsApp ads for lead generation. When someone messages you from a Click-to-WhatsApp ad on Facebook or Instagram, all your replies, including marketing and utility templates, are free for 7 days. It’s the cheapest way to nurture a new lead.
- Merge updates. Send one message with order confirmation and expected delivery date instead of two separate templates.
- Move low-value updates to email or SMS. Not every “your invoice is ready” needs WhatsApp.
- Clean your marketing list. Every delivered marketing message is charged, so sending to people who never reply is wasted money. Segment by last purchase or last reply.
- Categorise templates correctly. Meta can recategorise a “utility” template that contains promotional text as marketing, which costs more. Keep utility templates purely transactional.
- Track cost per order, not cost per message. A ₹1 message that brings back a ₹2,000 order is cheap.
Checklist for this month
- Confirm INR billing with your provider or in WhatsApp Manager.
- Download the latest India rate card and update your budget.
- Review last month’s utility message volume and estimate the new cost.
- Audit templates for promotional text inside utility templates.
- Shift lead campaigns to Click-to-WhatsApp ads to use the free 7-day window.
